Project Manager
The Project Manager is responsible for cost estimating, cost analysis/control, and planning/scheduling
activities for large projects, for discipline/project/proposal estimating, staff planning activities that
require a high degree of technical skill and experience. Directs cost estimating, analysis and control
activities. Directs schedule development, monitoring, impact identification, and recovery plan
development activities. Directs the preparation and presentation of project/program timeline estimates
and cost forecasts. Supports project/program organizational and administrative activities. Identifies,
analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
Principal Responsibilities:
– Responsible for effectively executing Project Controls programs on assigned large or major
projects/programs in accordance with Optima Chemical Group, LLC. and applicable Project
Controls Department Procedures.
– Plans staffing needs for assigned projects/programs.
– Reviews contract drafts for adequacy of cost and scope definition with company counsel and
Project Controls requirements.
– Coordinates development of all data in support of negotiations.
– Prepares, coordinates, and directs Project Controls presentations to Optima and clients, as
required.
– Participates in the development and training of assigned personnel and the implementation of
on-the-job and classroom training programs.
– Directs project control activities.
– Develops, interprets, and executes policy, objectives, and standards applicable to cost and
schedule control and analysis activities.
– Prepares the Project Controls Plan for assigned projects/programs.
– Maintains liaison with Optima Chemical functional management to coordinate workload and
staffing plans, work processes and procedures.
– Establishes goals and timelines.
– Implements policies and processes established by management.
– Provides report and activity updates to management.
– Determines the job responsibilities, accountabilities, and performance expectation of each role
in the work group.
– Plans, assigns, and directs work for onsite contractors.
– Establishes targeted deadlines.
– Accepts, amends, and rejects deliverables.
– Solves difficult and complex work problems.
– Identifies and /or recommends resource requirements.
– Participates in the administration of processes.
– Explains priorities, goals, and timelines to team members.
– Implements policies and processes established by management.
– Provides activity updates to Manager.
– Provides oversight and guidance on day-to-day work tasks and activities for contractors.
– Provides input on how work should be structured and allocated.
– Identifies training needs.
Required Qualifications:
• Bachelor’s degree in Engineering, Construction Management, or Business and multiple years of related
work experience or extended years of related work experience in lieu of degree.
• Possess right to work in the U.S. without sponsorship
• Must be physically capable of conducting work including the following activities: extensive walking in
and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms,
walking on uneven surfaces, climbing in very small and/or confined spaces and lifting up to 50 lbs.
• Thorough knowledge of and demonstrated cost estimating experience, control, and analysis, and
planning and scheduling functions, including schedule development, control, and analysis, in the field
and office.
• Experience and demonstrated skill in establishing criteria for Project Controls activities.
• Demonstrated skill in management, supervisory, and personnel administrative functions. • Skilled in
oral and written communication, with demonstrated ability to present Project Controls information to
management/client. • Use of SMARTSHEETS and Autodesk products (AutoCAD and Navisworks)
important project management tools for Optima.
